How do i beat the dmv with my driver license suspension appeal

I am defending myself "pro se" against the Pa DMV for a M1 DUI charge resulting from a refusal to submit to a BAC test at the hospital. This following a car accident where I received serious head trauma. Days later I underwent emergency brain surgery for a epidural hematoma, several skull fractures, concussion as well as a blood clot as a result of the accident. The officer never conducted a sobriety test, urine or breathalyzer. There was no warrant issued for any sample either. The hospital never conducted any tests to confirm or deny the head injuries/trauma following the accident. I have no memory of the hospital let alone the refusal to the officer to submit to a BAC. What do I need to do to be successful in getting this overturned? What is the best approach in defense? And how do I accomplish this?
